One of the aspects of electronic communication is the often sharp increase in electronic petitions and other electronic forms
of correspondence. Governments should recognize the importance in fielding the resources to consider the messages. Also governments
should use technology standards to help ease the burden of communicating on the part of citizens and on government civil servants.
When possible, citizens should have access to a way to bundle their communications so that they can decrease the noise perceived
with a deluge of the incoming messages.
