How We Will Accomplish Our Objective - Support legislative changes4 that remove excessive restrictions on Medical Savings Accounts and make them permanent. - Promote the creation of purchasing groups and state high-risk insurance pools through grants and technical assistance to states. - Support adoption of income-based tax credits toward the purchase of health insurance for Americans without employer-subsidized insurance. - Support adoption of temporary health credits for workers who have lost their jobs. - Support medical malpractice litigation reform to reduce the need to practice defensive medicine, and thus restrain health care costs. - Assist other federal departments in the implementation of the Health Coverage Tax Credit under the Trade Adjustment Assistance Reform Act of 2002, including helping interpret and determining the applicability of “qualified” health coverage under the Act. - Conduct research to understand changes in the health insurance market and the impact of changes on access to care.
