Increase Forthright Assessments by Industry of the Government’s Procurement Approaches.

During pre-RFP one-on-one discussions, potential bidders have an obligation to forthrightly discuss shortcomings in the Government’s approach, including requirements that are more stringent than is cost-effective. In particular, industry should bring technical personnel and not just business development personnel to these discussions.
