Increase Dialogue through Each Phase of Acquisition and Execution Lifecycle.

Other Information:

During the acquisition process, there should be more one-on-one Q&A sessions with contractors prior to RFP release. After release, oral presentations should be required all bidders. After award, dialogue should increase to address shifts in mission needs, technology and capabilities since the acquisition began.
