Industry should realign its own capabilities to serve the new model. Companies will need to shift resources from internal
systems integration software development to a more externally focused COTS product awareness and monitoring activity. As part
of the capability alignment to support agile IT development, prime contractors should encourage subcontractors participation
in implementation meetings with agency customers to foster awareness of existing capabilities and help agencies achieve optimum
COTS-customization balance.
