Establish a Program Management Leadership Academy.

The Government should establish a Program Manager Leadership Academy that includes training, certifications, and a rigorous residency program in which program managers are partnered with more experienced leaders for mentorship in program management. As one Government IT professional commented in an interview, “one does not seek medical care from a doctor who only completed studies and never fulfilled a residency training under an experienced physician.” Likewise program managers for major IT programs should not be assigned based on certifications without demonstrated experience working under the leadership of successful program managers. This concept would build upon the foundational program manager career track, but, should include mentoring with an assigned senior program manager, joint training with industry, rotational assignments, business simulations and instruction in skills such as: requirements development, performance measurement, teambuilding, critical thinking, acquisition, financial management, negotiations and stakeholder/industry collaboration.
