The Constitution requires each house of Congress to "keep a Journal of its Proceedings, and from time to time publish the same." The basic steps in the legislative process (discussed elsewhere) go into the journals of the House and Senate, along with communications among governmental bodies. These messages, sent among the House, Senate, and Executive Branch, are essential parts of the legislative process, but they do not see publication. Putting these communications online -- including unique identifiers, the sending and receiving body, any meeting that produced the communication, the text of the communication, and key subjects such as bills -- would complete the picture that is available to the public.
