STRATEGIES a. Build on the national infrastructure to develop and facilitate a warning method that can be used to notify the public at large, or specific populations threatened by disaster. b. Provide implementation guidance to other Federal agencies and State, Territorial, Tribal Nations, and local governments. c. Develop a method for National electronic dissemination of timely information to the emergency response community. d. Build a National system for incident management to ensure that leaders at all levels of government have complete incident awareness and can communicate with appropriate response personnel.
