b. Create and manage a one-stop portal, using the web and other means, for prevention, preparedness, mitigation, response,
and recovery information exchange, and knowledge sharing between public and private organizations. c. Develop and implement
a comprehensive emergency management educational strategy that focuses on the readiness and self-reliance of vulnerable populations
for all hazards throughout the United States and its territories. d. Develop and integrate a comprehensive suite of online
learning applications, tools and resources, enhancing FEMA's nationwide emergency preparedness training and education programs
for internal and external customers, and ensuring their availability to communities and individuals throughout the United
States and its territories.
