Collect, produce, and disseminate domestic foreign intelligence and counterintelligence.

The FBI is authorized by Executive Order 12333 to collect, produce, and disseminate foreign intelligence and counterintelligence. Both the Executive Order and the National Security Act define “foreign intelligence” to include information about foreign governments, organizations, and persons. Historically, the FBI’s focus has been on counterintelligence collection, and yet the FBI has a tremendous collection capability that can address collection requirements on numerous national intelligence topics that implement the National Intelligence Priorities Framework. Priority Actions: Leverage the FBI’s expansive network of human sources to collect domestic foreign intelligence. Expand the FBI’s domestic foreign intelligence collection capabilities. Ensure all domestic foreign intelligence is disseminated to the Intelligence Community.
