The Department will seek funding for programs that work, and will seek to reform or eliminate programs that do not. The budget
execution process will be linked to the secretary’s strategic plan to ensure that high priority activities are funded. The
Department will have standard, integrated budgeting, performance and accounting information systems at the program level in
order to provide timely feedback for management that will be consolidated at the agency and government levels.
