Strengthen Historically Black Colleges and Universities, Hispanic Serving Institutions, and Tribal Colleges and Universities Other Information:
An important strategy in closing the gap between lowincome and minority students and their high-income, nonminority peers
is to strengthen the quality of educational opportunities in institutions dedicated to serving lowincome and minority students.
Through various programs and initiatives, the Department promotes the quality of institutions serving low-income and minority
students. There is more, however, that can and should be done by the Department to offer access to information, training and
technical assistance opportunities that contribute to the fiscal soundness of these institutions.
