Ensure that all students read on grade level by the third grade Other Information:
President Bush and Congress set a goal through No Child Left Behind that all children will read at grade level by third grade.
To reach this goal we must ensure that reading instruction is based on solid scientific research. We will build a strong understanding
of the five essential components of good reading instruction and the importance of early cognitive development. We will boost
reading achievement for all students, including minority and low-income children, English language learners, and children
with disabilities.
