Part of the cultural transformation needed throughout the American education system is the switch from a fascination with
instructional fads to a focus on scientifically-based research. This cultural change is addressed further in Goal Four, where
we describe how the Department will develop and disseminate sound educational research. The Department will also work to embed
the best science in all of our programs to ensure the use of methods that work.
