Increase flexibility and local control. Other Information:
As the president has said, “Local schools now have a mandate to reform, and we are giving them the freedom to reform.” States,
school districts and other grantees will receive increased flexibility over the use of federal funds, and greater responsiveness
from the Department to their concerns, in exchange for greater accountability for results. Information technology initiatives
will dramatically reduce the data collection burden on state and local officials by seamlessly collecting and disseminating
performance information. Increased flexibility will be a core principle incorporated in all legislative proposals.
