2: ET Component Features & Functions

It may be appropriate to enable ET component CoPs to specify the generic features and functions that are commonly applicable to the components of particular interest to them, along with the metrics that are appropriate for comparison of the performance of components of each type.

If this function can be served, it should also be possible to: 1) associate relevant conformance test types and conformance assertion authorities (organizations) with each related set of component features and functions, 2) reference conformance documentation provided by such authorities, and 3) enable query and discovery of such references (URLs) on the ET.gov site.
