to choose from. The toolkit could include tips on and access to preferred software – accessible with pre-negotiated licences.
The lead agency could also provide access to established networks of expertise – for instance in providing community engagement,
moderation and other services. It could also extend to the provision of services such as a blogging platform removing the
requirement for agencies that did not wish to, leaving them to focus on achieving outcomes not running the process.
