NEXT STEPS - On March 8, 2010, the Departments of Defense and Veterans Affairs announced the next phase of the Virtual Lifetime
Electronic Record Health Communities Program. This initiative will further expand upon the efforts in San Diego to improve
care and services to our Nation’s heroes by sharing health information using the Nationwide Health Information Network. In
the Virginia/Tidewater area of Southeastern Virginia, the two Departments will partner with private sector providers. We selected
this location as the next area to pilot due to its high concentration of veterans, military retirees, members of the National
Guard and Reserve, and active duty service members and their dependents. The Virginia/Tidewater pilot builds on the continuing
success of the first pilot in San Diego with Kaiser Permanente. The program, through policy and technology, places the highest
priority on patient privacy and data security. No exchange of information will occur without the appropriate permissions of
the individual patients, and access to care will not be affected by a decision not to participate. Ultimately, it is the goal
of both Departments to utilize lessons learned from the VLER pilot programs to develop an extensible and scalable pilot that
can be productized and implemented nationally.
