1: Recommandations

A November 29, 2004, presidential Memorandum to the Heads of Executive Departments and Agencies on the subject of "Spectrum Management for the 21st Century" directed implementation of all recommendations contained in two reports from the Secretary of Commerce to the President in June 2004. These reports identifed improvements in U.S. spectrum management. The first recommendation in Report 2 called for the establishment of this federal advisory committee.
