1: Recommandations

The Houston Ship Channel (HSC) serves as the one of the busiest port complexes in the United States. The immediate area within Houston, Texas City and Galveston constitutes approximately 12% of the country's refinery cababilities throughout the nation. It is a heavily utilized complex waterway that is difficult to navigate because of its narrowness and traffic volume. Further complicating the matter, the HSC is transitted by a broad cross section of users including deep draft vessels, tugboats, towing vessels, ferry boats, commercial fishing vessels, cruise ships and recreational boaters. Due to this wide spectrum of users, it would be impractical to individually solicit each user group's views on the broad range of issues HOGANSAC considers. Thus, the Committee's meetings promote an opportunity for concerned, interested mariners and members of the public to discuss maritime issues and provide guidance to the Coast Guard.
