55: Member States to double annual public spending on ICT research and development

Member States should, by 2020, double annual total public spending on ICT (Information and Communication Technology) research and development spending from €5.5bn to €11bn (which includes EU programmes), in ways that leverage an equivalent increase in private spending from € 35 billion to € 70 billion.
