49: Member States to implement European Spectrum Policy Programme

Member States, through implementing the European Spectrum Policy Programme, can ensure the co-ordinated allocation of the spectrum needed to meet the target of 100% coverage of 30 Mbps broadband by 2020 and for Next Generation Access Networks (NGA).
