  • Department HeadsMany department heads now work in an environment in which structures of authority and geographic jurisdiction are disarticulated. And they are exercising more independent discretion in their search for effectiveness. While we have described an expectation that department heads move vertically into the gap, they also work horizontally, both interdepartmentally and between jurisdictions and sectors. One suspects that the principal-agent relationship in this environment is found not in the military metaphor of a command structure but instead in the metaphor of a symphony leader (Pink 2005).
