The Council helps to ensure that the Office of Research and Development has an appropriate balance of fundamental, applied and outcomes medical research and that it utilizes rigorous scientific merit review processes thus ensuring the allocation of scarce public resources to proposals of the highest quality in areas of the greatest scientific opportunities.
