US should liberalize the visa regime for service providers in fields ranging from IT (H1B/L1) to Nursing staff (EB3) where the US is facing a shortage of trained personnel.

Other Information:

As in goods, progressively ease quantitative restrictions/yearly quotas of such visas. Further impediments on the grant of H1B/ L1 visas such as attestation requirements, reduction of periods of stay and prescriptive wage levels need to be dispensed with.
