The goals of the Open Government Plan align with the overall Department strategic goals of increasing transparency, participation,
and collaboration across USDA. These three pillars of open government are part of the Department’s core values, they support
each of the four strategic goals and the management initiatives contained in the USDA FY 2010-2015 Strategic Plan. Each mission
area, agency and staff office has a role to play in increasing transparency and providing openness to the public.
