Open Government demands an innovative open governance model. The model must facilitate the core values of transparency, participation
and collaboration in such a way that fosters and facilitates real improvement in the way USDA serves the American people.
At the heart of this model is the concept of closing “The Loop.” The Loop represents a framework of Open Governance at the
Department. Closing “The Loop” represents the evolution of good ideas into benefits for citizens.
