Description For a variety of its own reasons not applicable to the Committee, the agency may implement all/most of the recommendations, but few times recommendations are not implemented. The budget for the urban and community forestry program has decreased for the past few years even though the Council has recommended an increase annually. The agency has little control over this request. The Secretary and agency approve the grants recommended by the Council. Many of the recommendations are comprehensive and may take the agency several years to build the partnerships and capacity to fully implement the recommendation.
