For a variety of its own reasons not applicable to the Committee, the agency may implement all/most of the recommendations,
but few times recommendations are not implemented.

During FY 2011, the committee met twice at the request of the members. At each meeting,presentations were made about regulatory
issues that had been highlighted as a particular concern for minority institutions. The committee met in conjuction with regional
meetings of minority institutions. At these meetings, guest speakers and others discussed the items on the committee's agenda,
in particular how minority instiutions could develop partnerships to further their activities in the community. During FY
2009, the committee met three times, as requested by the committee. Each meeting focused on ways to promote public and private
investments in MDI, regulatory updates and key messages for sharing the important role of MDI. Guest speakers were included
on the agenda to advise the committee members.OTS hosted an event to encourage MDI to become CDFI certified and provided information
about CDFI certification to MDI.OTS issued a publication, “What to Expect When You Apply for a Mortgage Loan” to educate the
public on how the new Real Estate Settlement Procedures Act rules affect them.During FY 2009 and FY 2010, OTS contracted with
the National Community Investment Fund (NCIF) to develop an Investor Guide to Minority Depository Institutions to introduce
minority depository institutions supervised by OTS to socially responsible investors. The Investor Guide was released at the
April 14, 2010 meeting.
