The elements of StratML Part 3 have been mapped to the elements contained in OMB Circular A-11, which contains guidance to
agencies on implementation of the Government Performance and Results Act (GPRAMA). That guidance notes that XML is a machine-readable
format and, thus, may be used to comply with section 10 of GPRAMA. However, it also says that comma separated values (CSV)
are machine-readable and may also be used. So it remains to be seen whether agencies will use the open, machine-readable StratML
standard.
