Motions can be articulated as data. There are distinct types of motions. Congress can publish which meeting a motion occurs
in, when the motion occurs, what the proposition is, what the object of the motion is, and so on. Along with decisions, motions
are key elements of the legislative process. They can and should be published as data.

who understands procedure reading the Congressional Record to find them. That's not modern transparency.
