4.2.2: Enterprise Architecture Introduce Services as a First-Order Concept in your EA Other Information: As described in the previous section (the Target), the EA Target Architecture for federal agencies should be based on service-oriented concepts and built out based upon business priorities. EA should drive the development of the portfolio of services; and, portfolio management should be based on services and solutions rather than on applications. By reorienting portfolio management to focus on the services and solutions, agencies can establish the enterprise foundation for service orientation. An additional benefit from service based portfolio management is that the chief architect has a tool to rein in the multitude of disconnected SOA initiatives that have sprung up across many agencies. The service portfolio plan identifies the services needed to provide common capabilities across the agency and can be used to promote the collaboration that is necessary to implement enterprise services. The service portfolio plan also provides the basis for aligning these initiatives with the agency’s EA. Indicator(s):
