Establish an SOA Center of Excellence (COE) to Oversee Adoption

For cross-organizational initiatives, a best practice is to establish a coordinating committee, or center of excellence (COE) of knowledgeable individuals from across the organization and augmented with experienced SOA practitioners. The purpose of the COE, which may be established within an agency’s existing EA program/governance structure (see Federated Governance discussion, below), is to set direction, draft policies, develop/adopt methods, and oversee the development/execution of the service portfolio plan. An additional purpose is to elicit participation and buy-in from the organizational and stakeholder components. Across the Federal space, maturity with EA implies organizations have architecture review boards and subordinate architecture working groups. The recommendation is to use that framework where it exists and extend it explicitly to SOA and the related concepts in this document. Further, agencies should be looking to participate in the AIC Services subcommittee, other like cross Federal organizations and entities, and external standards bodies to insure Government-wide alignment and adoption of external best practices.
