2.- Should no solution be available for its total or partial reuse, a report explain this circumstance shall be published
in the Open Source Computer Applications Directory. The report shall set out the grounds for needing to proceed to develop
or maintain the open source of a computer application, whether that is using own resources or contracting the relevant services.
This report shall also include the relevant annexes with the following information:
