The Council works to improve the productivity and effectiveness of government operations by overseeing the involvement of
employees and their union representatives at all levels of the government. It does this through the establishment and evaluation
of labor-management forums in each agency and also through evaluation of pilot programs involving bargaining over permissive
subjects.
