- The Federal Salary Council meets one or more times per year and sends a recommendation letter to the President's Pay Agent
on an annual basis. Under the provisions of 5 U.S.C. 5304, the FSC considers issues relating to Federal locality-based comparability
payments regarding (1) the establisment or modification of pay localities; (2) the coverage of annual surveys conducted by
the Bureau of Labor Statistics; (3) the process of comparing the rates of pay payable under the General Schedule with the
pay for the same levels of work performed by non-Federal workers; and (4) the level of comparability payments that should
be paid in order to eliminate or reduce pay disparities.
