Description For a variety of its own reasons not applicable to the Committee, the agency may implement all/most of the recommendations, but few times recommendations are not implemented. Most of the Council's recommendations since 1992 were adopted by the President's Pay Agent except for a recommendation to include Barnstable County, MA, in the Boston locality pay area made in CY 2002, a recommendation to include million dollar incentive pay in the survey results for GS-12 administrative jobs in the Rest of U.S. survey in CY 2008, and creating new locality pay areas and making a substantial expansion of existing pay areas made in CY 2010. The Pay Agent later adopted the Barnstable recommendation after reviewing new information in 2003.
