Description For a variety of its own reasons not applicable to the Committee, the agency may implement all/most of the recommendations, but few times recommendations are not implemented. There were 11 panels for preliminary proposal review, over 240 preproposals had been reveiewed. Only 40 were invited to submit the full proposal.
