    • In FY 2011, the mission of the National Endowment for the Arts was "To advance artistic excellence, creativity, and innovation for the benefit of individuals and communities." The Arts Endowment carried out this mission primarily by awarding grants that addressed its major goals of supporting "The creation of art that meets the highest standards of excellence." "To engage the public with diverse and excellent art.," and “To promote public knowledge and understanding about the contributions of the arts,” The agency's management goal was "To enable the NEA mission through organizational excellence." The National Council on the Arts is responsible for reviewing the recommendations of the advisory panels and the amounts recommended by staff, and making recommendations to the Chairman. The Council's recommendations for rejection are final, and recommendations for funding are forwarded to the Chairman of the National Endowment for the Arts for final decisions. Through its recommendations for funding and discussion of policy issues affecting the National Endowment for the Arts, the National Council on the Arts directly supports the mission and strategic plan of the Arts Endowment.
