Description For a variety of its own reasons not applicable to the Committee, the agency may implement all/most of the recommendations, but few times recommendations are not implemented. Almost all of the recommendations considered by the National Council on the Arts have first been reviewed by an advisory panel as well as by National Endowment for the Arts staff. In accordance with agency legislation, all rejections recommended by the National Council are final. Recommendations for funding must be approved by the Chairman of the Arts Endowment. The Chairman will generally follow the recommendations of the National Council. In rare instances, an organization may not be able to undertake the project for which it applied, and will not accept a grant.
