Stability in Afghanistan will not come through military means alone. As in other counter-insurgency situations, a primary
objective is to create a comprehensive civilian-military approach that enables the local governing structure to earn the trust
and loyalty of the local population. For NATO, this requires the ability to work closely with partner organisations to align
priorities and to make the best possible use of available resources. It also places a premium on helping host nation security
forces to improve their own ability to maintain order and to protect non-combatants from harm.
