Communicate intentions clearly and shield civilians.

NATO's mission in Afghanistan has been damaged in the past by its failure to communicate its intentions clearly and by incidents and accidents involving civilian casualties. Recent restrictions on close air support and artillery fire implemented by the ISAF Commander are helping to reduce this problem, but the need to shield civilians must continue to be stressed in training and in the field.
