Examine whether arrangements with countries and groups of countries can be improved.

Other Information:

While strengthening organisational partnerships, NATO should examine whether its arrangements with countries and groups of countries can be improved by one or more of the following means: - Drafting a new or revised overall partnership agreement; - Expanding the list of partnership activities; - Allowing for greater differentiation among partners in their relationships with NATO; - Introducing new agenda items, especially those that might lead to operational or diplomatic cooperation on specific projects; and - Modifying procedures in order to encourage the freest possible exchange of ideas Before recommending such measures, NATO should consult closely with all of the partners involved.
