As agencies increasingly face real-time challenges that cut across traditional and functional boundaries, the Academy’s widely
varied expertise is critical to their successful operation and to the nation. The flexibility of financial independence is
in the best interest of the Academy’s mission to assist in meeting those challenges. It also aids our ability to pursue emerging
issues in ways not dependent on traditional funding sources.
