- The mission of the National Advisory Mental Health Council (Council) is mandated by law, Section 492 of the PHS Act. The law
states: “The Secretary....shall by regulation require appropriate technical and scientific peer review of (A) applications...;
and (B)...biomedical and behavioral research and development contracts...” The Council, which is composed of both scientific
and public members, accomplishes this mission by: providing the second level of peer review; providing advice to the NIMH
Director in targeted programmatic areas; advising on policy development as well as program implementation and evaluation;
and identifying research needs and opportunities for the National Institute of Mental Health. In reference to peer review,
the Institute received 7,968 applications (mental health primary or secondary), requesting $8,006,183,840 in support during
this reporting period. These applications were reviewed by initial review groups and were then considered by the Council prior
to potential funding.
