- The goal of NIH research is to acquire new knowledge to help prevent, detect, diagnose, and treat disease and disability,
from the rarest genetic disorder to the common cold. The NIH mission is to uncover new knowledge that will lead to better
health for everyone. NIH works toward that mission by: conducting research in its own laboratories supporting the research
of non-Federal scientists in universities, medical schools, hospitals, and research institutions throughout the country and
abroad helping in the training of research investigators and fostering communication of medical and health sciences information.
Section 492 of the PHS Act states that "The Secretary shall by regulation require appropriate technical and scientific peer
review of --- (A) applications made for grants and cooperative agreements under this Act for biomedical and behavioral research
(B) applications made for biomedical and behavioral research and development contracts to be administered by the National
Institutes of Health. The NIGMS Advisory Council is composed of both scientific and public members who provide the second
level of peer review provide advice to the NIGMS Director in program and policy areas provide advice on program implementation
and evaluation and identify research needs and opportunities of the Institute.
