    • The Council advises Congress and the DHHS Secretary on matters concerning graduate medical education and the physician workforce--major policy levers for assuring access to quality health care for all Americans. Within DHHS, selected programs of the Health Resources and Services Administration directly support medical education and both the placement of physicians and the funding of health care in medically underserved communities.
