    • The purpose of the Advisory Committee on Head Start Research and Evaluation is to review and make recommendations on the design of the study or studies that provide a national analysis of the impact of Head Start programs. The Committee also advises the Secretary of Health and Human Services regarding the progress of the study and comments on the interim and final study reports of the organization(s) selected for carrying out the independent research. Assessing the effectiveness of the Head Start program ensuring that ongoing research and evaluation efforts are adequate and appropriate will contribute to the ACF mission to promote the economic and social well-being of families, children, individuals, and communities.
