Description For a variety of its own reasons not applicable to the Committee, the agency may implement all/most of the recommendations, but few times recommendations are not implemented. *The function of an advisory committee is purely advisory in nature. Although the FDA most often accepts the recommendations from its committees, the advice is purely advisory in nature, and therefore, the Agency has the option of not implementing the advice. Further, the extent of implementation could be interpreted in different ways. The Agency is working diligently and in good faith with committee advice, however. For example, the RCAC recommended (Aug 2008) that the FDA engage in strategic planning for risk communication, and the FDA did create a Strategic Plan for Risk Communication, which was presented in draft for public discussion at the 4/30-5/1/09 RCAC meeting and has been issued publicly; see http://www.fda.gov/AboutFDA/ReportsManualsForms/Reports/ucm183673.htm.
