- The Council of Councils (CoC) advises the Director, NIH, on research efforts that address major, cross-cutting NIH priorities
and on matters related to the policies and activities of the Division of Program Coordination, Planning, and Strategic Initiatives
(DPCPSI). The CoC makes recommendations in support of research that represents important areas of emerging scientific opportunities,
rising public health challenges, or knowledge gaps that deserve special emphasis and would benefit from the conduct or support
of additional research that requires collaboration between two or more Institutes/Centers. A major function of the Council
is to make recommendations on research proposals that would be funded through the Office of the Director (OD), NIH, Common
Fund. The CoC assesses the Common Fund and the policies and activities of DPCPSI, particularly whether the research that is
being planned is responsive to emerging opportunities. The Council also carries out second-level review for programs like
the Transformative R01 awards. At the November 8, 2010, meeting, Dr. James Anderson, Director, DPCPSI, presented his vision
for the Division, and feedback on Council actions from past Common Fund discussions; input to the Common Fund Strategic Planning
process was sought and provided; and a scientific overview on one of the Common Fund supported programs—on nanomedicine—was
presented to the Council. On June 29, 2011, Dr. Anderson provided an overview of proposed changes to DPCPSI, including pending
transfer of programs from the National Center for Research Resources; Dr. Francis Collins, Director, NIH, provided an update
on major activities at the NIH; the Council also conducted concept clearance for proposed Common Fund programs on Metabolomics,
Single Cell Analysis, and Human Heredity and Health in Africa and performed second-level review of 311 applications for the
FY 2011 TR01 program and discussed proposed changes to that program. The third meeting of the Council was conducted by teleconference
on August 15, 2011, to conduct the second-level review of 107 applications submitted in response to the FY 2011 Early Independence
Award Program RFA.
